Lisa Morris-Julian, Pro Vice-Chancellor and Principal of The University of the West Indies, St Augustine Campus Professor Rose-Marie Belle Antoine, Dean of the Faculty of Food and Agriculture, Professor Mark Wuddivira and Lecturer Department of History, Dr. Debbie Mc Collin were also in attendance at yesterday’s lecture.

Dr Rowley welcomed His Royal Majesty Otumfuo Osei Tutu II, The Asantehene and his delegation to the pan theatre where His Majesty was treated to various aspects of Trinidad and Tobago’s Carnival which culminated in a performance by the Desperadoes Steel Orchestra and a demonstration on the playing of the national instrument for the Asantehene.

“They now see Africa, not through European eyes, as a dark continent, but as the cradle of human civilisation, citing the discoveries of its great empires. They talk of it glowingly, as the world’s fastest developing economic region in the 21st century, having just overtaken Asia, and of its six of the 10 fastest growing economies in the world and of its minerals, critical and indispensable to the technologies of the 21st century green economies.

August 11, 2023 – There are several steps to complete, but it’s looking more and more likely that there will be international boots on the ground in Haiti in the very near future.

The revelation came from Barbara A. Feinstein, Deputy Assistant Secretary of State for Caribbean Affairs and Haiti, in a press briefing on August 04.  It followed a whirlwind of activity prompted by Kenya’s recent announcement that they would consider leading any multinational force deployed to the beleaguered country.

She explained the process to get soldiers into the country.

“The next steps for the Kenyan Government are to perform an assessment on the ground in Haiti, which we expect to take place in the coming weeks; to engage with a wide variety of stakeholders on the ground in Haiti and New York at the United Nations.  Provided the Kenyans are able to secure approval from their own government, they would then work with the United Nations to secure UN authorization of such a force,” said Feinstein in a press conference covered by Caribbean media firms.

Feinstein said the US is prepared to support by introducing a resolution authorizing the force, and they are fairly confident it will pass, with the Deputy describing the Government as ‘optimistic.’

“I would note that in the recent unanimous renewal of the authorization to extend the UN mission on the ground in Haiti, we [also] saw unanimous support for language that did endorse the idea of a multinational force and called for a report to lay out options,” she said.

That report will be tabled by August 15 and will help shape the multinational force.  As for how this multi-national force would operate, once it gets into Haiti, that depends on the findings of the Kenyan assessment.  What is certain is that it won’t be on the front lines.

Instead, it will: “Jumpstart the process of improving security in Haiti by sending thousands of additional personnel to secure critical infrastructure sites and thereby allow the Haitian national police to increase their focus on battling gangs.”

Haitian gangs have repeatedly taken control of important infrastructure relating to oil and electricity especially, forcing police to split their efforts to try and reclaim them while engaging in front-line battles with the gangs.

The US maintains it is committed to having Haiti lead on the response.

The Bahamas and Jamaica are among the countries which have also committed troops for the international mission should it be approved.

Prime Minister, the Most Hon. Andrew Holness, gave the commitment while responding to questions during the quarterly press conference at the Office of the Prime Minister on August 3.

Prime Minister Holness said that Jamaica remains devoted to playing its part in restoring peace and stability in Haiti.

He noted that Jamaica was the first country to “step out to say that we would be prepared to offer assistance to Haiti in terms of security and humanitarian assistance”.

We analysed the situation to the point where we thought indirect assistance would not be enough; there would have to be a security force support for the people of Haiti,” he pointed out.

“Clearly, Jamaica could not take the lead on this. We don’t have the resources even though we have the support, the ambition, the will and we stand as always in solidarity with the people of Haiti,” the Prime Minister noted.

Mr. Holness said that Jamaica is using its good offices and is working through the Caribbean Community (CARICOM) to ensure that the stakeholders in Haiti continue to speak to and lobby the international community for support.

The Government of Kenya has offered to send 1,000 police officers to Haiti and lead a multinational force to support the efforts of the police in quelling escalating violence caused by armed gangs.

United Nations Secretary-General, Antonio Guterres, has welcomed Kenya’s readiness to help and has encouraged other countries, particularly within the Caribbean, to join the effort.

“The question is, are we sending troops to Haiti? Yes, but an important caveat is that we just can’t, on our own, as I have said, get up and send troops.

“We just don’t have the resources but even so, even if we did, you want to have an international imprimatur and our commitment has always been with the appropriate jurisdictional arrangement, meaning a [United Nations] Security Council resolution. It is the same for Kenya and when I spoke with President Kagame, it was the same requirement for him as well,” Prime Minister Holness said.

Meanwhile, the Prime Minister pointed out that the deployment of Jamaican troops to the CARICOM Member State would not negatively impact the security response capability locally.

“We certainly can’t go up to the 1,000 troops that has been suggested in the media for the Kenyans, but we will give what we can.

“Whatever we do cannot impact in a negative way our own security challenges here. But as a sovereign nation we look at all threats to our stability and security and we act preemptively and strategically to ensure that we have capabilities to deal with those threats,” he noted.

#USA, August 11, 2023 – The United States official clarified their stance following Kenya’s announcement to consider leading a multinational force to Haiti to help pacify the gang ridden nation, saying that while the US is prepared to introduce a resolution for a multinational force themselves, they are waiting on Kenya to specify and detail the help needed upon their planned visit to the Republic, to assess the situation.

This was revealed at a virtual press briefing on Friday August 4th, 2023, held by Barbara Feinstein, Deputy Assistant Secretary for Caribbean Affairs and Haiti Bureau of the Western Hemisphere.

Feinstein gave insight into the worsening atmosphere in Haiti, highlighting “additional atrocities committed by gangs,” and these include “indiscriminate attacks on women and children such as sexual and gender-based violence, widespread kidnappings and extortion,” alongside “other means of harassment.”

She added that these negatively affect food security, the delivery of humanitarian assistance and basic livelihoods.

Additionally, Feinstein pointed out, in response to a question from media, that amid Kenya’s and The Bahamas’ decision regarding the multinational force, other countries have publicly remarked on their willingness to help the struggling democracy back on its feet.

“We have seen similar statements from other countries in the region either formal statements or public comments, and that includes from Trinidad and Tobago, from Jamaica, from The Dominican Republic and the Organization of American States.”

“I think that is evidence that there is strong support for an urgent solution to Haiti’s crisis and offers of support to that end,” she added.

In continuation, the Deputy Assistant (Secretary of State) made sure to highlight that as these decisions are pending,  “the US continues to pursue a comprehensive approach in Haiti in support for security, specifically assistance to strengthen, train and equip the Haitian National Police, as well as humanitarian economic and health assistance to improve livelihoods and safeguard critical gains.”

In commending Kenya for taking the lead for the Multinational Force, Feinstein echoed Secretary Antony Blinken, who applauded the African nation for stepping in to consider steering the vehicle to Haiti’s comeback.

Present at the briefing were media representatives from The Bahamas, Guyana, South Africa , the Miami Herald and Reuters.

#Hawaii, August 11, 2023 – How does a fire erupt in the middle of a hurricane?  And yet it does and did, with deadly consequences to the popular tourist town and home to thousands.  Those looking at the images coming out of Hawaii are compelled to describe the scenes as “apocalyptic”.  Further evidence of how bizarre the world of weather is becoming on a planet struggling to keep pace with the human and damage toll of devastating natural disasters.

A wildfire, with its winds fuelled by Hurricane Dora, wreaked havoc on Maui, an Island in Hawaii scorching and destroying large sections of the historic town of Lahaina, claiming at least 53 lives and rendering homeless 200 people who are currently in shelters.

Initially the report was six dead.  Then it climbed to 36.  Now, just over a day since the ordeal started and with search and rescue operations in full swing, the new of people killed is 53, according to officials.

The US Coast Guard informed that a dozen people, residents and tourists, were rescued from the water off the coast of Lahaina after they jumped to save themselves from consumption by the inferno.

The search continues for about 1,000 people.

Efforts were made to fight the fire but due to powerful winds combined with dry conditions and low humidity, this was made very difficult.  In fact, wind gusts of nearly 80 mph were reported in some areas blowing down power lines and trees leaving about 14,000 Hawaiians without power according to PowerOutage.us.

“It’s just so hard. I’m currently in the Upcountry and just knowing that I can’t get a hold of any of my family members. I still don’t know where my little brother is. I don’t know where my stepdad is,” Tiare Lawrence, Lahaina resident said, “Everyone I know in Lahaina, their homes have burned down,” she added.

While Lahaina was in flames, firefighters were also battling another fire in the inland, mountainous region of the island.

This has been dubbed the worst natural disaster to hit the islands since Hurricane Iniki in 1992.

Addressing the 36th Caribbean Cardiac Society Conference last month in Kingston, Jamaica, Dr. Binoy Chattuparambil, Senior Consultant, Cardiovascular & Thoracic Surgery and Clinical Director at Health City Cayman Islands, highlighted the life-saving ECMO or extracorporeal membrane oxygenation process, a form of life support for patients, successfully and consecutively performed at the Caymanian facility.

“There is no reason for patients with reversible cardiac diseases (to) die because you can put them on ECMO and the technology is very good and our understanding (of it also) is very good,” Dr. Binoy told his peers, explaining that ECMO provides time for the body to rest and recover by doing the work of the heart and lungs.

Having saved countless lives with this technology at the Cayman Islands hospital, the respected surgeon cited a case of a child who is doing well following treatment with ECMO and transfer to the United States for a heart transplant: “Whether it is reversible pulmonary reasons or cardiac reasons, just put them on ECMO and the recovery is usually very good and we can save lives.”

In 2017, the hospital became the Caribbean’s first regional center to provide the advanced form of life support (ECMO). The hospital also installs artificial hearts or left ventricle assist devices (LVAD) for chronic or advanced heart failure patients for whom a transplant is unlikely to be readily available in the mainland United States. Health City anticipates that transplant services will be available in the Cayman Islands in the near future following the establishment of transplant laws and regulations.

The theme of the Kingston conference was “Serving and Saving the Hearts of our People Today, Tomorrow and Beyond!” and Dr. Binoy presented on “Enhancing Cardiac Surgery in the Region – Updates and Perspectives”.

The surgeon expressed his joy at seeing greater collaboration between cardiac surgeons and cardiologists throughout the region. “Now I see my cardiologists more often in our hybrid cath lab rather than outside,” said Dr. Binoy, who established the adult and pediatric cardiac programs at Health City Cayman Islands in 2014 and has overseen thousands of successful cardiac surgeries and procedures at the tertiary care hospital.

He revealed that there were no deaths or reinterventions from elective Coronary Bypass Surgery at Health City Cayman Islands and minimally invasive surgery has been successfully completed for most mitral valve defects. Additionally, aortic valve surgery has evolved over the past two decades from an open incision with a large scar to that of no incision and no scar.

Pulmonary thromboendarterectomy to treat chronic pulmonary thromboembolism is also another achievement at the Joint Commission International (JCI)-accredited institution. This procedure has been more frequently performed since the COVID-19 pandemic where patients often present with acute pulmonary embolism which can later present as chronic thromboembolic pulmonary hypertension.

In the specialized areas of pediatric and neonatal surgery, a variety of life-saving surgeries to correct defects in the heart, in collaboration with a pediatric interventional cardiologist, have been achieved at Health City Cayman Islands. Children from over 25 countries have been treated, including those families who have insufficient funds and are supported by various charities.

A broad spectrum of vascular surgery options with successful outcomes are also provided, including repair of major arteries in the chest and abdomen to treat aneurysms, and replacement of major arteries in the chest through minimally invasive or no-incision procedures.

Dr. Binoy concluded that Healthy City has “significantly contributed to the enhancement of the scope and landscape of cardiovascular surgery in the region”, and commended the Health City team for the excellent service that they have provided over the past nine years.

Shamir Brown, Firefighter, Trelawny – Jamaica can achieve this by destroying social barriers that exist. It’s about creating equality of opportunities for all to succeed. Also, seek to impress upon the people of the country the importance of working together for the benefit of the country. The leadership from the top is important in this regard.

 

Whitney Ballentine, Chef, St. Ann – Cut out the segregation in politics. It must be one country, one goal. Also, add stiffer penalties for corruption, fraud, and compensate public sector workers.

#St.KittsandNevis, August 5, 2023 – Kidney transplant surgeries will soon be offered in St. Kitts and Nevis as announced by Prime Minister Terrance Drew.

This development is a big one for the country’s health system and so it will provide kidney transplant services to citizens who are unable to travel overseas to acquire said services.  This was emphasized by Drew during the announcement at the Freedom FM’s Issues program held on Wednesday July 26th, 2023.

“These people are dying sooner than they should because they don’t have access to transplants.  I cannot allow our people to die when we have an opportunity to save their lives,” he highlighted.

Additionally, despite the country’s efforts to enhance health services for kidney patients, he urged residents to make better choices and take better care of their bodies adopting healthier habits such as frequent exercise, having balanced diets, maintaining blood pressure  and sugar levels etc.

But for those who fail to do so and fall victim to kidney ailments, he expressed that the aim is to have a something in place to help them.

“We want to make sure that they have an option for renal transplant and we are going to launch the renal transplant program.”

The kidney transplant surgeries will be provided at the country’s principal healthcare facility, the Joseph N France General Hospital.

In continuation, Drew further spoke to a team which will at some point in the near future, visit St. Kitts and Nevis from Canada to provide specialized training to the Haemodialysis Unit’s staff, to up the use of the recently acquired dialysis machines, further strengthening the nation’s fight against kidney diseases.

#China, August 5, 2023 – Cuba and China have made new ties to enhanced its cooperation in higher education. This comes as new cooperation agreements were signed with Chinese counterparts during a visit to China by Miriam Nicado García, rector of the University of Havana.

This development is in-line with Garcia’s aim, that is to expand collaboration between the Universities of the two countries as she expressed in an interview with Prensa Latina.

While in China, she took part in the Global Forum of University Presidents which focused on the debate on the work of universities after Covid-19 as well as the challenges to bring about innovation, science and technology in the development of countries.

Additionally, she had talks with Zhou Zuoyu, vice president of the Beijing Pedagogical University of humanities and social sciences, which has a high development in scientific and technological innovation.

As she continues her agenda, Nicado will take part in other meetings with the universities of Hebei and Liaocheng which can potentially lead more development.

“We have the projection of creating joint centers and colleges with the aim of teaching common careers in China with ours (…),” she said.

The Forum is a wide-reaching international academic conference held in recent years by China’s higher education circles.  It’s aim is to building a platform for exchange and dialogue for the presidents of the world’s top universities.

#Guyana, August 5, 2023 – A large amount of illicit drugs valuing a large amount of money, US$2.5 million, has been burned by members of Guyana’s Customs Anti-Narcotics Unit (CANU).

Most of the drugs were seized during the first half of the year and its destruction took place at the former Ministry of Housing tarmac where 1009 kilograms of marijuana was set ablaze.

According to a CANU statement, from January to June 2023, CANU seized about 677 kilograms of narcotics which included 662 kilograms of cannabis, 14 kilograms of cocaine, 10 grams of hashish and 90 grams of ecstasy.

Additionally, the statement said the drugs were previously used as evidence in cases which were solved in the magistrates court, rendering the narcotics irrelevant hence their burning. CANU dealt with 30 cases overall and 27 ended with convictions.

In continuation, CANU expressed that efforts are being made to address the issue of drug trafficking with international cooperation through partnership with international and regional organizations.

Also, they have prioritized areas of demand reducing and insitutional strengthening, working with different agencies in this sector, conducting School Drug Prevention sensitizations across the country, and working on other projects that will help on ensuring the development of treatment and reintegration of recovering Substance Users.
